MEETING MINUTES UNAPPROVED
Wed., March 18, 2026
Mayor Jocko Kline called the regular scheduled meeting of the month to order on Wednesday, March 18, 2026, at 4:00 p.m.
Pledge of Allegiance
PRESENT: Mayor: Jocko Kline, Council Members: Phyllis Eck, Greg Gilsrud and Neil Tobiason. City Clerk/Treasurer: Christina Herheim Deputy City Clerk: Heidi Johnson Employees: Dean Murray, Nancy Raines and Sara Putnam. Cass County Sheriff’s Department: Wade Schultz, Citizens: Meche Plaza and Jack Elliott.
ABSENT: Council Member Nathan Tabaka
1. M/S/P: Eck/Tobiason to approve Agenda for Wednesday, March 18, 2026.
2. M/S/P: Gilsrud/Eck to approve Regular City Council Meeting Minutes of February 18, 2026.
3. New Business:
a. M/S/P: Eck/Tobiason to approve Resolution No. 31826 accepting donations to The City of Longville.
b. M/S/P: Eck/Tobiason to approve Resolution No. 3182026 authorizing application for Sourcewell Community Benefit Funds in support of Playground Accessibility Improvements for the Stuart Memorial Community Park.
c. M/S/P: Eck/Tobiason to approve Resolution No. 3182026.A authorizing application for Sourcewell Boost Fund in support of restroom security improvements at Stuart Memorial Community Park.
4. Licenses and Permits:
a. M/S/P: Gilsrud/Eck to approve Temporary Liquor License Application from the Longville Lakes Area Chamber of Commerce for July 3rd, 2026.
5. Old Business: Nothing to report.
6. Citizens addressing the Council: Jack Elliott proposed the placement of a sidewalk next to the information center parking lot. The council noted this idea was discussed previously during the pavement project. While they decided not to extend beyond the parking lot, they may consider adding a sidewalk or a marked walking path there.
7. Engineer’s report: Nothing to report.
8. Commissioner’s Reports:
a. Kline
i. Police: A representative from the Cass County Sheriff’s Office attended the meeting to present the monthly report and provide updates regarding the year-end report. The council did not raise any questions or concerns.
ii. Ballfield: The ballfield is closed for the winter.
iii. Park: Meche Plaza attended the meeting as a representative of the Parks and Recreation Committee to discuss Sorcewell Funding Opportunities. Since the resolutions had already been passed before her arrival, she had no further announcements.
b. Eck
i. Cemetery: Nothing to report.
ii. Library: Council Member Eck provided several updates regarding the library. She began by noting Manager Sara Putnam’s ongoing efforts to enhance the library’s Facebook page. Once launched, the page will display a schedule of upcoming events. The library is also considering installing a new, illuminated sign. Another planned improvement involves painting the pillars at the building’s entrance. Additionally, Kitchigami Library has expanded its digital offerings, now providing access to in-depth online instructional videos and courses across 22 creative categories. Finally, Eck revisited potential repairs to the back door; after more discussion, the maintenance department will reassess what steps may be necessary.
c. Tobiason
i. Airport: There are approximately 6,178 gallons of fuel on hand. The selling price is $4.10 per gallon.
a. Maintenance: Nothing to report.
b. Obstruction on State Land: Nothing new to report.
ii. Sewer: Nothing new to report.
iii. Land Use: Nothing new to report.
d. Gilsrud
i. Streets: Nothing new to report.
ii. Liquor:
a. LLBS: Manager Raines reported that Purse Bingo at the Longville Fire Department went very well. The event drew 185 players and raised about $19,000 for the LFD. She also noted she will attend next week’s Clerk’s Conference.
b. Docksider: Manager Putnam reported the Chili Cook Off was a success with 19 entries and 101 tasters. Music Bingo, Trivia, and the first puzzle night (held on the 21st, with a max of ten teams) continue. Live music returns next month.
c. M/S/P: Gilsrud/Eck to approve manager Putnam to attend the MMBA annual conference.
9. Clerk’s Report:
a. The Longville Area Clean Up Day is being held on June 20, 2026, sponsored by the Longville Lakes Snowmobile Club and hosted by Jim and Carol Schuelke at the Slagle Landfill.
b. M/S/P: Eck/Gilsrud to approve the participation in the 2026 Longville Area Clean Up Day, with a specified $600 budget cap.
c. Clerk Herheim presented new fund balance and internal control policies, based on auditor recommendations. The council decided to table until the next meeting.
10. Employee Relations:
a. The meeting will be closed as permitted by section 13D.03 Subd. 3 to discuss Employee Performance review of Austin Likens.
b. Meeting Closed at 4:30 p.m.
c. Meeting opened at 4:35 p.m.
d. M/S/P: Eck/Gilsrud to approve a $1 pay increase for Austin Likens, with an additional raise to be granted upon completion of specified requirements.
11. Administration and Financial:
a. M/S/P: Gilsrud/Eck to approve Payroll, Payroll liabilities and claims from check
#74803-74862 in the amount of $129,173.09 Debit Card amount of $1,800.08 totaling
$130,973.17.
M/S/P: Gilsrud/Eck to adjourn meeting at 4:38 p.m.
