Joint statement from Cass County Sheriff and Leech Lake Tribal Police Dept.


   Cass County Sheriff Bryan Welk and Leech Lake Tribal Police Chief Mike Robinson JR report that the Cass County Sheriff’s Office and the Leech Lake Tribal Police Department continue to work together jointly to ensure public safety and trust, protect civil rights, well-being, and improve cooperation within Cass County and the Leech Lake Reservation. It is important to note that our agencies have not been notified of and do not have any knowledge of any Federal Immigration Activities occurring or planned to occur within our geographical area or jurisdictions at this time.

   Generally, local agencies are not notified about and do not coordinate with federal civil immigration enforcement activities. Officials always encourage residents and band members to verify law enforcement credentials if they have doubt or are unsure who is conducting law enforcement activity. It is important to remember that Police Officers’ and Deputies’ primary responsibility is protecting residents including Band members and maintaining lawful order even as federal immigration enforcement actions proceed independently of local law enforcement. It is also important to note for Leech Lake Band members that the State of Minnesota and local jurisdictions, including the Cass County Sheriff’s Office, recognize Tribal ID cards issued by a federally recognized Tribal Nation as a valid form of identification. Minnesota Statute 171.072 (a) indicates if a Minnesota identification card is deemed an acceptable form of identification in Minnesota Statutes or Rules, a tribal identification card is also an acceptable form of identification for that purpose. A tribal identification card is a primary document for purposes of section 171.062 when an applicant applies for a noncompliant license or identification card.
