OTTER TAIL PENINSULA TOWNSHIP — The third road show meeting of the summer found the commissioners in Otter Tail Peninsula Township with a public hearing to revocate 11.3 miles of roadway back to the township. County Engineer Darrick Anderson informed the commissioners, and many members of the public, during the meeting held Tuesday, July 15. The roads being revocated are actually Forestry roads and the county is only revocating the maintenance of these roads and not ownership, the Chippewa National Forest will continue to hold ownership.
The roads being revocated are portions of Ketchum Rd NW, Sunset Beach Rd NW, Sucker Bay Rd NW and Two Points Rd NW and the entirety of Otter Tail Peninsula Rd NW and Two Points Ln NW. When one Otter Tail Peninsula Township resident asked what instigated the revocation, Anderson informed them the county began creating a Transportation Plan two years ago and adopted the plan October 2024 in order to determine functionality of all county roads. With all of these roads being dead end roads and only local residents utilizing them it made sense that the county turn over the maintenance to the township.
Anderson also informed the township residents and board members currently the forestry is reimbursing the county for a portion of maintenance costs. However, the township will need to reach out to them to request a cost share program. After a little more discussion and clarification regarding the maintenance for the next two years Commissioner Bob Kangas motioned to revocate the maintenance of the roads to the township, while Commissioner Rusty Lilyquist seconded the motion. The motion passed unanimously.
Anderson then requested the board approve a Joint Powers Agreement for the revocation of those mentioned roads allowing the placement of additional gravel before the completion of the statutorily mandated two year maintenance window. It was explained the county is required to continue maintaining revocated roads for two years and will bring all roads up to county standards before the end of the two years. A motion was made, seconded and passed unanimously.
In other business, the county board:
• Approved referring a request from Commissioner Lilyquist to review fees associated with the current 457(b) deferred compensation plan to the Personnel Committee.
• Approved H & R Construction Co to fabricate and install cable barrier anchorages on County State Aid Highways 5, 45, 46 and 77 for the amount of $151,671.12.
• Approved the lease of county-owned trailers with Stockman Trucking LLC to transport Cass County Waste and Recycling.
The next meetings are as follows: Joint meeting with the Leech Lake Band of Ojibwe, 11 a.m. Wednesday, July 30 at Northern Lights Casino Events Center, 6800 Y Frontage Rd. NW, Walker; commissioner’s board meeting, 9 a.m. Tuesday, Aug. 5 at the boardroom in the courthouse annex in Walker; commissioner’s board meeting, 6 p.m. Tuesday, Aug. 19 at Lakeshore City, 8583 Interlachen Rd, Lake Shore and AMC Fall Policy Conference, Sept. 10-12, Arrowwood Conference Center, Alexandria.
