LONGVILLE CITY COUNCIL

MEETING MINUTES UNAPPROVED

Wed., Nov. 19, 2025

   Mayor Jocko Kline called the regular scheduled meeting of the month to order on Wednesday, November 19, 2025, at 4:00 p.m.

   Pledge of Allegiance

   PRESENT: Mayor: Jocko Kline, Council Members: Greg Gilsrud, Phyllis Eck, Neil Tobiason and Nathan Tabaka. City Clerk/Treasurer: Christina Herheim, Deputy City Clerk: Heidi Johnson. Employees: Sara Putnam and Dean Murray. Citizens: Steve Shallbetter, Traci Pederson, Stephanie Aaserude, Cathy Finley, Margaret Hutchison, Nathan Lange, Amy Ledger and Jack Elliott.

   ABSENT: Manager Nancy Raines

   1. M/S/P: Gilsrud/Tabaka to approve agenda for Wednesday, November 19, 2025.

   2. M/S/P: Eck/Gilsrud to approve Regular City Council Meeting Minutes of October 15, 2025.

   3. New Business: Nothing to Report

   4. Licenses and Permits: 

   a. M/S/P: Tabaka/Eck to approve Cannabis Retailer Registration Form for the Longville Lakes Bottle Shop.     

   5. Old Business: Nothing to report. 

   6. Citizens addressing the Council: 

   a. Nathan Lange presented on behalf of the 250 Group. A partnership containing multiple organizations including the Longville Lions, Women of Today, Longville Lakes Chamber, Longville Fire Department, Longville Area Community Foundation and VFW. Their objective is to organize a street dance within the City on Friday the 3rd of July. There was discussion about different ideas and logistics of each. Clerk Herheim will be checking in the Sheriff’s department and other governing bodies needing to approve a street closure or event permit. 

   7. Engineer’s report: Nothing to report.

   8. Commissioner’s Reports:

   a. Kline

   i. Police: Cass County Sheriff’s Department was not in attendance to present their monthly report due to high call volume. 

   ii. Ballfield: Nothing new to report.

   iii. Park: Nothing new to report. 

   b. Eck

   i. Cemetery: Council Member Eck praised the Maintenance staff for keeping the Cemetery in excellent condition.

   ii. Library: Council Member Eck announced that there will be an open house on Friday, December 12th, from 1–3 p.m. Winter reading programs have begun.


   c. Tobiason

   i. Airport: Approximately 2473 gallons of fuel on hand. The selling price is $4.50 per gallon.

   a. Maintenance – MnDOT performed an airport inspection and has advised us of several deficient items most of which have been remedied. Still reanimating are:

   • Obstructions NW of airport, they will be removed in the winter of 25/26.

   • School trust land, we are working with ProSource towards a solution.

   • Obstructions SE of airport, they will be removed in the winter of 25/26.

   • The new PAPI light is waiting for the FAA to flight check, this is scheduled to be done this year.

   • Two taxiway signs need to be replaced; Steve will be ordering them. 

The Fueling area light has been delivered and needs to be installed.

   Dean and Austin replaced several of the runway light bulbs and prepped the snow removal equipment. The airport is ready for winter. 

   b. Obstructions on State Land – ProSource has been requested to prepare a cost for professional services. 

   c. M/S/P: Tobiason/Eck to approve the replacement of lighting in the Gat building, switching it to LED.

   d. Tabaka

   i. M/S/P: Tabaka/Eck to approve sending overdue sewer accounts to Cass County for assessment. 

   ii. Land Use: Nothing to report.

   e. Gilsrud 

   i. Streets: 

   1. Northern Engineering is still working on the City parking lot project and its design.

   ii. LLBS: Manager Raines was not present but provided copies of updates for the Council to go over. 

   iii. Docksider: Manager Putnam announced that the Docksider is back to being fully staffed. Music bingo is scheduled this weekend, with more the following weekend after the town’s tree lighting. Painting sessions with Tom Kutchied have started again and will occur monthly. MMBA server training will be held at the Docksider on December 7th. On December 13th, the Docksider will host an ugly sweater contest with the Chamber and have music bingo.

   9. Clerk’s Report: 

   a. Miller McDonald is discontinuing audit services for the City of Longville. Clerk Herheim will begin searching for new firms.

   a.  M/S/P Gilsrud/Tabaka to approve Payroll, Payroll liabilities and claims from check

 #74516-74603 in the amount of $372,765.42 debit card amount of $1,441.54 totaling $374,206.96.

   M/S/P: Tabaka/Tobiason to adjourn meeting at 4:47 p.m.
