LONGVILLE CITY COUNCIL

MEETING MINUTES UNAPPROVED

Wed., July 17, 2024

   Mayor Jocko Kline called the regular scheduled meeting of the month to order on Wednesday, July 17, 2024 at 4:00 p.m.

   Pledge of Allegiance

   PRESENT: Mayor: Jocko Kline, Council Members: Phyllis Eck, Neil Tobiason, Greg Gilsrud and Nathan Tabaka.  City Clerk/Treasurer:  Christina Herheim, Deputy City Clerk: Heidi Johnson. Employees: Austin Likens, Sara Putnam and Nancy Raines. Cass County Sheriff’s Department: Seth Robinson, Citizens:  Steve Shallbetter, Bob Helling and Jack Elliott.  Absent:  Dean Murray

   1. M/S/P: Gilsrud/Tabaka to approve agenda with changes, adding closed meeting, for Wednesday, July 17, 2024.

   2. M/S/P: Eck/Tobiason to approve Regular City Council Meeting Minutes of June 12, 2024.

   3. New Business:

   a. M/S/P: Eck/Tabaka to approve Resolution No. #71724 Accepting donations. 

   4. Licenses and Permits: Nothing to report. 

   5. Old Business:  Nothing to report.

   6. Citizens addressing the Council: 

   a. Jack Elliott was in attendance to talk about the Westy Ln road easement. Each parcel has a different easement for this. It is not found that the City has any easement across this as a City street.  It was advised that the landowners should sort through this and in the meantime, the city will not do any work or operations on Westy Ln. 

   7. Engineer’s report:  Nothing to report.

   8. Commissioner’s Reports:

   a. Kline

   i. Police: Cass County Sheriff’s office attended the meeting and presented the monthly report.   

   ii. Ballfield: Nothing to report.

   iii. Park: Tennis court resurfacing and pickleball courts have been finished. The handicap park project will hopefully start the preliminary work this fall, with the majority of the project being finished in the spring of 2025.

   b. Eck

   i. Library: The addition is completed. We are currently waiting for the 2 kiosks. Local Author Beth Ley Knotts, Ph. D will be holding a three-part series (July 23rd 12 p.m.-2 p.m., August 6th 12 p.m.-2 p.m., August 20th 12 p.m.-2 p.m.) on How What We Eat Affects Our Health. Kate Martin will be hosting a Native Beading Workshop (August 15th and 29th). 2024 Activity Dates include Fluff and Puff (7 a.m.-3 p.m.) along with the Book Sale (9 a.m.-2 p.m.). In addition, on September 14th there is another Book Sale (9 a.m.-2 p.m.). Everyone is encouraged to check out the website for details and times of the summer programs and activities being provided by the library.  The next Library meeting will be in August. 

   ii. Cemetery:  The Maintenance Department continues to maintain the cemetery and everything looks good.

   c. Tobiason

    Airport:  There is approximately 4120 gallons of fuel on hand.  The selling price is $4.45 per gallon.

   Maintenance:  No issues to report.

   Zoning Ordinance Project: Nothing new to report.

   Airport Events: The Longville Flyers are hosting a fly-in burger night July 18. In addition, the pancake breakfast is August 4th.        

   d. Tabaka 

Sewer – The sewer work on Alpine is on hold due to the weather conditions we have been experiencing.

   Land Use:  

    i. Land Use Permit/Application received from Roger and Darlene Frank for remodeling of their deck. Five feet will be added to the original length.

    ii.   Land Use Permit/Application received from Amy and Marc Erickson for the placement of a corn crib.

   e. Gilsrud 

   i. Streets: Gilsrud requested the ends of Journeys End be graded. Likens will get that taken care of. 

   ii. Liquor: LLBS:  Manager Raines reported the Bottle shop is doing well.  Manager Raines also reported that business surrounding the 4th of July seemed identical to last year’s holiday weekend. With exception to the change/rise in pricing.

   iii. Docksider: Docksider is doing well. Manager Putnam also reported business around the 4th was like last year. Grain Belt and Schells Brewing will be doing a Tap Take Over at the Docksider on August 17, 2024. This will be a fund raiser for the Longville Fire Department. The Lions Club will be serving food and there will be a bean bag/corn hole tournament as well as a silent auction. 

   9. Clerk’s Report:

   a.  Clerk Herheim asked the council how they wanted to proceed with the dying trees on the berm by the City parking lot. The council decided that the trees on main street are to be replaced with a sidewalk when the parking lot is redone. This will be addressed at the budget meeting.  

   10. Employee Relations:  

   a. M/S/P:  Gilsrud/Eck to approve the vacation request of Nancy Raines.

Close meeting at 4:36 p.m. Opened back up to public 4:51 p.m.

   b. M/S/P:  Gilsrud/Eck to agree to a temporary pay increase for Likens. Tabaka abstained 

   11. Administration and Financial:

   a.  M/S/P:  Gilsrud/Tabaka to approve Payroll, Payroll liabilities and claims from check

 #73263-73364 in the amount of $381,376.47 Debit Card amount of $538.04 totaling $381,914.51.

   M/S/P: Tabaka/Tobiason to adjourn meeting at 4:55 p.m.
